Chapter 12

The Return Long Feared

resident and General Secretary of the Chinese Communist Party Hu Wanquan, along with his newly-promoted Premier Han Xiaoping and Propaganda General Xióng Liang, the most recent addition to President Hu's inner circle. The three of them had just finished inspecting the latest upgrades to their DF-188Q missiles, the ultimate Super Nuke delivery system on the planet. Built on the same chassis as the century-old DF-41, the DF-188Q was not only an upgrade from carrying 10 warheads per missile but also utilized “quantum spoofing” to confuse enemy radar and anti-missile defense systems. China's adversaries were not even aware of this program until two decades ago, which is about a full 50 years after the signing of the Beijing NuHyQuanS/IS Treaty, which forbade these very weapons! The Chinese dug an extensive underground highway to this location from the east to allow for the replacement and reactivation of these earth-killing missiles.

Premier Han was playing his role as the dutiful number two to his superior, President Hu, but was curious why the former “spook” turned Director of Propaganda General Xióng Liang was along for the trip. He had viewed some of General Xióng's recent propaganda offerings to both the homeland and international audiences and came away impressed, but any marketing student from a Beijing university could have performed just as admirably. Han knew it took a special kind of writer to convince the masses that China and her ally in the NRUSS were the victims in the past week of bombing raids on civilian targets and nuclear weapons detonations. But having a writer as part of the highest inner circle in the PLA?

In fact, the Socialist Revolution was cracking under pressure from civilian protests, work stoppages, and outright violence over the new realities of 22nd-century nuclear warfare. It worked well enough to scare Peru away from joining the ridiculous nuisance called the DRF. The propaganda war also managed to secure France in the socialist alliance alongside Germany and Sweden, which was far more important than the departures of Denmark, Portugal, and Latvia from the European Socialist Union. As for Russia and the country formerly known as the United States, the CCP and PLA had very special plans in the works for them and their staunch allies, Great Britain, Australia, and India. When all is said and done, the so-called “English-Speaking Alliance” will be much ado about nothing, thanks to a new pandemic.

“Walk with me,” President and General Secretary Hu said flatly with a head nod toward Han and Xióng. The four of them, with the President's Chief of Staff in tow, leisurely walked out toward the desert, away from their previous hosts and soldiers, trailed only by an eight-man team of PLA Special Forces Commandos. Once they were far enough away from the others, President Hu spoke in a calm and measured tone to them, saying, “We have a few extraordinary problems to attend to, gentlemen. First, we must take a different approach in regard to the pesky, rebellious Americans.
